Federation forces are divided into three fleets: Third Fleet/Jovian Rim Fleet, Second Fleet Mars, and the First Fleet (Home Fleet). The JRF, under Admiral Hans Maxwell Calder, has seen extensive action against Kuiper renegades. Second Fleet Mars, under Admiral Kyle Netreba, is well-organized and frequently acts in support of Third Fleet. First Fleet, under Admiral Robert Byrne, is primarily a defensive and deterrent force, and it is often mocked for its Earthborn attitude of nonviolence and negotiation.
