The Ubuntu Party wields political power. Non-party candidates may run for office, but few have achieved victory due to Ubuntu's general popularity. Military force answers to the Council of Elders rather than to elected legislature. The judiciary is nominally independent. The Federation is a coalition of planets with Ubuntu governments, but the Federation in turn answers to the Council of Elders. The two are essentially entwined.
