What is Ubuntu? 
A non-elected steering committee of scientists and philosophers who set long-term strategic imperatives for the Federation. The Council also maintains enormously sophisticated political and economic models in order to simulate the effects of its decisions. The Council appears to privately endorse a strain of mystical thought not dissimilar to aspects of Vasudan religion. We do not fully understand this irrationality. Members of the Council appear to believe that they have empirical evidence to support certain aspects of this belief. Some have made they claim that they are in contact with a sophisticated alien race. See REDACTED. The Elders are held in high regard, even reverence, by Earth's population, in much the same way that nationalist or folk heroes are often placed on pedestals. Citizens of other states in the Federation also look up to the Elders, though they express varying degrees of cynicism and are less likely to appeal to the Elders in a pseudo-religious fashion. The Council of Elders is covertly tied to the Fedayeen. Who are the Fedayeen? What is the UEF's military history? What are the psychological strengths of Federation citizens? What are the weaknesses?
